When you install Cygwin, you should just use their online installer to get and install what you need, correctly. You can go through the categories beforehand to choose additional items. You should have the correct environment variables to use the compiler if you install cygwin correctly.

Listen... please don't post useless screen shots. There is absolutely nothing of any use in that bitmap file you attached. It wastes our disk space and bandwidth.
Furthermore, we don't allow pictures to be attached inline, that are wider than 800 pixels. There's nothing wrong with the forum.

I see...thx grogan. Btw, can i install Linux desktop using cygwin only for future use?

No, you can't install Linux in cygwin. It's just a GNU environment for Windows, for compiling and running (some) unix programs within that environment. It's really not that useful and many Linux programs won't compile or run correctly without some porting.

I gave you a link to the site that can help you use Cygwin. The FAQ. Follow the links there. I don't know of a better site than their own documentation.
